Figueroa Street, Los Angeles — enforcement and harm record

A South Los Angeles stretch of Figueroa Street is the most heavily prosecuted child-trafficking corridor in the country, by federal account.

This record is a history of enforcement and documented harm, not a guide. A section of South Figueroa Street in South Los Angeles, called "the Blade" by those who work and police it, has been described by officials as a problem of long standing. City Attorney Hydee Feldstein Soto wrote in October 2024 that "for decades, the Figueroa corridor has been a volatile magnet for crime, including the sexual exploitation of minors," and Mayor Karen Bass said in September 2024 that community leaders and former foster youth had fought it "for decades." The Los Angeles Times reports that the Hoover Criminal Gang, formed in the late 1970s, has long controlled the territory.

In 2023, according to the City Attorney's office, a multi-agency task force of the LAPD, the FBI, Homeland Security Investigations and the U.S. Attorney's office began working the corridor to locate victims, arrest traffickers and deter buyers. Council District 8, under Marqueece Harris-Dawson, convened a task force whose stated aim was to end trafficking "without criminalizing those who have been victimized"; it reported more than 800 "Dear John" letters sent to owners of vehicles seen soliciting, four motels closed and conditions imposed on five more. In March 2024 the City Attorney backed AB 2419, allowing search warrants in misdemeanor cases of soliciting a minor; the Los Angeles Sentinel reported in April 2024 that more than 60 minors had been recovered. On September 4, 2024 U.S. Attorney Martin Estrada, Mayor Bass, the City Attorney and LAPD Chief Dominic Choi announced the Figueroa Corridor Human Trafficking Initiative; Estrada called the area "ground zero for human trafficking." NBC Los Angeles reported that LAPD had recovered 84 minors in six months, some as young as eleven. On October 23, 2024 the City Attorney filed a Red Light Abatement suit against a small corridor motel, citing seven shootings and more than thirty arrests since 2020.

The federal cases show what the harm looks like. In September 2024 prosecutors cited a 21-year-old charged with trafficking girls aged 13 and 16, and a man serving life for recruiting three teenagers from group homes. On August 13, 2025 a 31-count racketeering indictment charged eleven Hoover Criminal Gang members and associates with trafficking minors and young women, among them runaways and foster children, between February 2021 and August 2025; victims were branded with tattoos, and prosecutor Bill Essayli said "there are no meaningful consequences for their conduct under state law." On July 1, 2026, in Operation Broken Blade, nine more defendants were arrested, including a motel manager who had deposited $64,581 in trafficking proceeds; the superseding indictment listed 51 victims, at least eight of them minors. In January 2026 the city announced camera surveillance and District Attorney Nathan Hochman announced felony prosecutions of buyers.

The survivors' record is the harder one. ABC7's February 2026 investigation "Sex in Plain Sight" reported that the youngest child recovered on Figueroa was twelve, and the youngest in the corridor's history nine. Talya Jones, trafficked there from age 13 by a man posing as a boyfriend and now an advocate with Saving Innocence, described sleep deprivation, beatings and coerced drug use; the organization says it has served nearly 2,000 victims since 2010. A New York Times Magazine feature by Emily Baumgaertner Nunn, a 2026 Pulitzer finalist, reported that three of four girls picked up in juvenile rescue operations return to their traffickers and that more than half had been in foster care; a May 2026 Columbia Journalism Review critique faulted its photographs and "rescue" framing. Mayor Bass's summary in February 2026 was "like Whac-A-Mole": enforcement moves the trade, and the girls, elsewhere.
